This session highlights how Baltimore City Public Schools strategically leverages apprenticeships and internships to address workforce shortages and strengthen long-term operational sustainability. As skilled labor gaps and succession challenges increase, the district shifted from reactive hiring to a tiered workforce development model. Paid, multi-year apprenticeships serve as the primary pipeline to employment, while structured internships function as an early exposure and feeder strategy.
Participants will learn how to align program design with workforce planning, funding priorities, supervision capacity, and data-driven decision-making. The session will explore return on investment, retention impact, and policy considerations that support sustainable growth.
