About me
Dr. Steve Leever brings 36 years of distinguished experience across public, private, and international education to his role as Director of Career, Technical & Customized Education at the Chester County Intermediate Unit (CCIU) where he oversees three unique Career Technical Education campuses. In this role, his focus is on building and expanding high-quality, industry-aligned CTE programs that respond to regional workforce demands, strengthen partnerships with business and postsecondary institutions, and create innovative, hands-on learning pathways for students. He is committed to growing program offerings, increasing access to industry certifications, enhancing work-based learning opportunities, and ensuring that students graduate both college- and career-ready, prepared to contribute meaningfully to the economic vitality of southeastern Pennsylvania.
Prior to the CCIU, Dr. Leever served as superintendent at Octorara Area School District, where he provided transformative leadership that strengthened academic programming and expanded career and technical education opportunities for students. Dr. Leever pioneered one of Pennsylvania’s few comprehensive in-district CTE models at Octorara— the only program of its kind in Chester County, PA. Under his leadership, the district launched 12 CTE programs aligned to regional workforce needs, providing students with industry-recognized certifications, hands-on learning experiences, and clear postsecondary pathways.
Throughout his career—spanning leadership roles in Pennsylvania public schools and international institutions in Dubai and Doha—Dr. Leever has developed deep expertise in systems thinking, fiscal management, and organizational leadership. He is widely recognized for his unwavering commitment to student growth, educational excellence, and continuous improvement.
